In the belief that every child is entitled to grow up in a safe, healthy and drug-free environment, REACH utilizes nationally recognized, research-based programs and strategies for school and community services offered to the youth, adults, and families of Ellis and Johnson Counties. Program activities are designed to:

- Develop decision-making, problem-solving and other life skills
- Establish or change community standards and attitudes
- Enhance community and multi-agency coordination and collaboration
- Encourage and foster bonding with peers, family, and community
- Ensure access to appropriate levels and types of services needed by program participants
- Provide interactions to assist individuals and groups to identify, understand, and resolve issues and problems related to substance abuse or other high-risk behavior
